Mission:

The Cerro Blanco mining Project is located in southeast Guatemala approximately 160 kilometers by road from the capital, Guatemala City. It is located in the Jutiapa Department, approximately nine kilometers west of the border with El Salvador. The nearest town to the project is Asunción Mita, a community of about 18,000 people approximately ten kilometers from the Project.

The Project is a classic hot springs-related, low sulphidation gold-silver deposit to be developed by Entre Mares de Guatemala, S.A., wholly-owned subsidiary of Bluestone Resources Inc.

In this framework, Bluestone Resources Inc. asked Insuco to provide the following services:

  • Preparation of the Health and Safety Plan for the communities located in The Cerro Blanco Project’s area of influence;
  • Evaluation of the risks and impacts on Human Rights of the Cerro Blanco Project;
  • Update of the Social Baseline Study of the area of influence of the Cerro Blanco Project, during the construction phase.

Results:

The following deliverables were provided to the client:

  1. Update of the Social Baseline Study:
  • Review of secondary documentary sources and stakeholder mapping;
  • Stakeholder mapping tool;
  • Social baseline study of the Cerro Blanco Project area of influence;
  • Executive summary of the social baseline of the Cerro Blanco Project’s area of influence;
  • Identification of social impacts and risks of the Cerro Blanco Project;
  • Social Management Plan, with risk and impact prevention, control and mitigation measures;
  • Stakeholder participation plan;
  • Compilation of evidence of the participatory processes implemented;
  • Monitoring and evaluation process.
  1. Health and Safety Plan:
  • Review of secondary documentary sources and stakeholder mapping;
  • Compilation of health data in the area of influence of the Cerro Blanco Project;
  • Collection of data on the perception of health problems in the Municipality of Asunción Mita, Jutiapa;
  • Identification of risks and impacts related to the Project that may affect the health of the communities;
  • Health perception diagnostic report;
  • Baseline report on community health and safety;
  • Community Health and Safety Action Plan;
  • Communication plan;
  • Operational plan with emergency activation mechanisms;
  • Analysis of risks and potential impacts (health and safety);
  • Complaints and grievances management system.
  1. Human Rights Risk and Impact Assessment:
  • Inception report (including Insuco’s methodology, approach, detailed activities planned and timeline);
  • Final version of the Cerro Blanco Project Human Rights Risk and Impact Assessment report;
  • Human Rights Guidance Document describing Human Rights in the context of the company’s overall strategy and value system;
  • Specific recommendations for developing appropriate human rights complaints and grievance procedures and mechanisms.
