Analysis of the transformations in the territory of La Unión and definition of the bases for the construction of an Observatory of Territorial Transformations (OTT)

Mission:

Sumicol is a Colombian mining company with more than 50 years of experience in different territories. Its interventions aim to promote community development and are built around four areas of work: community relations, community strengthening, community infrastructure and contribution to environmental sustainability. On this basis, Insuco has been asked to set up a participatory monitoring and evaluation system through the development of an Observatory of Territorial Transformations (OTT), with the objective to identify and understand the changes taking place in the territory affected by the Sumicol mining operation. The information collected and produced by the OTT should serve as a guide for decision-making in terms of social management, as well as for community capacity building and collective action from different key territorial actors.

Insuco implemented the following activities:

  • Literature review and stakeholders mapping: it is the starting point for data collection. Reference sources of information with open access to data were identified, and the socio-economic data collected by Sumicol in 2016 on its area of influence has been made available by the company. Stakeholders mapping then corresponded to the identification and classification of stakeholders in order to subsequently collect complementary primary data.
  • Construction of a matrix of indicators by components: the information collected and processed has been classified into 9 areas – demographics, education, economics, health, poverty, basic services, security, environment and institutions. The analysis was based on two units: households and individuals.
  • Primary information collection: data collection through surveys. such information allowed a comparative analysis with the socio-economic data that was available for 2016.
  • Identification of the main transformations of the territory: on the basis of the analysis of primary and secondary information, and of the analysis of the matrices by components, spaces of reflection and discussion were generated in order to identify the main territorial transformations and to integrate the territorial vision to the quantitative reading.

Results:

The following deliverables were submitted to the client:

  • Mapping of information sources and actors
  • Matrix of components and indicators, detailed sheets for each of them
  • Reference databases for each of the components and corresponding indicators
  • Update of the socio-economic characterization of the territory
  • Territorial changes report
  • Guidelines and work plan of the Observatory
